Texas Small Business Health Insurance
The "Lone Star State" is by no means lonely. Ranked second in population only to California, there were over one million small businesses open in 2004. While that proliferation is great for the economy, small business owners are left stumbling through the competition to gain the best employees, and in return, the best chance for success.
In 2003, only a third of small employers offered health insurance to their employees, leaving hundreds of thousands of people without coverage. Fortunately, the state has stepped in to help, along with state insurance carriers. Texas has recently mandated the Health Savings Account (which in Texas cannot be used by creditors to pay a bad debt) to lower employer health premium costs. Insurance carriers are hard at work providing small employers decent health insurance options, in accordance with the state's insurance regulations. Texas’s Small Business Health Insurance Regulations
- Guaranteed issue and renewability is in effect; insurance carriers must offer employers of 2-50 workers the same health plans they offer other small businesses, and cannot cancel a plan due to the health status of a group member.
- All insurance carriers in Texas have to offer their group members the option to join a plan that includes coverage for mandated benefits such as mammograms and immunizations. Also, carriers must offer one or more of the Consumer Choice Benefits Plans.
- Carriers covering small businesses can increase group premiums due to health status or risk, but only by a limited percentage.
- The self-employed worker cannot enroll in a group plan. Those who enroll in an individual policy can deduct 100% of the cost of their premiums on their federal return.
