Tennessee Small Business Health Insurance
A major element of the Tennessee economy, small businesses play as large a role now as they ever have in the state's history. The impact small businesses have made in the employment of Tennessee citizens cannot be questioned nor discounted. In fact, between 1999-2000, small businesses added 36,805 people to the state's workforce, a total that represented 80% of the net employment change for the entire year.
For those small companies who offered health care to this increased workforce, finances were inevitably stretched to the limit. In 2003, small employer contributions to single coverage health care was nearly $3,000 million. With the assistance of new laws mandating Health Savings Accounts, the state of Tennessee is now working with insurance carriers in Tennessee to offer small business owners plans that are both affordable and comprehensive, in accordance with the state's insurance regulations. Tennessee’s Small Business Health Insurance Regulations
- Guaranteed issue and renewability is in effect; insurance carriers must offer employers of 2-50 workers the same health plans they offer other small businesses, and cannot cancel a plan due to the health status of a group member. Carriers may require that a certain percentage of employees be enrolled in the plan, or that the employer contribute a pre-determined amount to the plan on behalf of his employees.
- Carriers covering small businesses can vary group premiums due to industry, age and other demographic characteristics of group members. For groups of 3-25 employees, carriers can increase premiums due by a pre-determined percentage. This limitation is not provided to groups of less than 3 or more than 25.
- The self-employed worker cannot enroll in a group plan. However, 80-100% of the premiums paid on an individual policy are deductible at tax time.
