Kentucky Small Business Health Insurance

The state of Kentucky offers their small business owners many incentives to offer health insurance. As expensive as insurance has become (small businesses contributed $2,749 million to single coverage health plans in 2003), small employers need all the help they can get. The state's House of Representatives recently passed a bill to allow small employers to place a portion of their contributed premiums into a high-risk pool which could then be drawn upon should the need arise. While the bill waits to be put into law, carriers have introduced consumer-driven health plans to help employers cut costs, in addition to helping employers find plans which are affordable and comprehensive, in accordance with the state's insurance regulations.

Kentucky’s Small Business Health Insurance Regulations

  • Guaranteed issue and renewability is in effect; insurance carriers must offer employers of 2-50 workers the same health plans they offer other small businesses, and cannot cancel a plan due to the health status of a group member. Minimum contribution or enrollment clauses may be in effect.

  • Insurance carriers must offer a standard health plan in addition to any non-standardized plan.

  • Some insurance carriers offer temporary insurance to small business owners. Contact the Kentucky Department of Insurance for more information.

  • Insurance carriers can impose a higher premium due to a group’s health status, age or demographic characteristics, however there is a limit to how much these premiums can vary.

  • Self-employed workers with no employees cannot enroll in a group plan. However, they can claim from 70-90% of their premium costs as deductions on their federal return.
