Indiana Small Business Health Insurance

Indiana could very well be called the "small business capital of America." According to the Bureau of Labor Statistics, in the year 2002 97.5% of the businesses in Indiana employed fewer than 500 workers. It should be no surprise, then, that the subject of health insurance is a consistent subject of debate. Most business owners will agree that it is an important component of a benefit package. However, in 2003, only 35.5% of all small businesses in Indiana offered health insurance. In addition to the introduction of consumer-driven health plans by the Connecticut company HealthMarket, state leaders are trying to assist the small business owner in guaranteeing all workers insurance. Carriers in Indiana are working to provide the small business owner access to group plans that are affordable and comprehensive, in accordance with the state's insurance regulations.

Indiana’s Small Business Health Insurance Regulations

  • Guaranteed issue and renewability is in effect; insurance carriers must offer employers of 2-50 workers the same health plans they offer other small businesses, and cannot cancel a plan due to the health status of a group member. Minimum contribution or enrollment clauses may be in effect.

  • Insurance carriers can impose a higher premium due to a group's health status, age or demographic characteristics. Indiana imposes a limit on how much these premiums can vary from the standard.

  • Insurance carriers can increase premiums by up to 15% annually due to health, length of previous health coverage and claims experience of those enrolled in a group plan.

  • Self-employed workers with no employees cannot enroll in a group plan. However, self-employed workers can deduct up to 100% of their premium costs their federal return.
