Delaware Small Business Health Insurance

Small business owners in Delaware know the value of their customers. Away from the hustle of larger states, businesses here plod forward consistently, growing and expanding across the state. With this growth comes an increased need for employees. With a state population hovering just over a million, quality employees are hard to find. One way to attract loyal workers is to offer health insurance. In the year 2003, 49.1% of small businesses in Delaware offered health insurance to their employees. Fortunately, insurance carriers in Washington DC are working hard to provide the small business owner access to group plans that are affordable and comprehensive, in accordance with the state's few insurance regulations.

Delaware’s Small Business Health Insurance Regulations

  • Guaranteed issue and renewability is in effect; insurance carriers must offer employers of 1-50 workers the same health plans they offer other small businesses, and cannot cancel a plan due to the health status of a group member. There may be minimum employer contribution required or a minimum percentage of employees enrolled in the plan to guarantee coverage.

  • There is a limit to the amount premium can vary due to health status, industry, demographic characteristics or age. Rates can be higher if someone enrolled in the plan is seriously ill.

  • Small business coverage plans allow for a "pre-existing conditions" clause. It is legal for carriers to exclude coverage for a pre-existing condition for any length of time, including permanently.

  • Self-employed workers with no employees are eligible to enroll in a group plan. Those who choose an individual plan can deduct 100% of their premium costs from their income tax.
