The Small Business Association is working to encourage the passage of a bill which would allow small businesses to band together across state lines in order to purchase insurance through a trade organization. However, it remains to be seen how the Senate will vote on the issue. In the meantime, insurance carriers in the state of Arizona are working hard to provide the small business owner with access to group plans that are affordable and satisfactory, in accordance with the state's insurance regulations.

Arizona’s Small Business Health Insurance Regulations
- Insurers have to offer each employer of 2-50 employees the same health insurance plans they offer to other employers in the state. They can require a minimum participation percentage.
- Insurance cannot be cancelled due to illness of one member of the group, as long as the small business maintains a minimum number of enrollees in the plan.
- There is a limit to how much difference there can be in premium costs due to the health, age or other demographic characteristics of those enrolled in the group. This limit doesn't apply to companies with more than fifty employees.
- Employers with less than 50 employees are eligible to purchase coverage through HCG (a state run program.) The self-employed are included in this eligibility.
A note on the HCG: Business owners enrolling in HCG must be in business for 60 consecutive days before applying for coverage and have at least 80% of its eligible employees enrolled in the plan. Eligible employees work at least twenty hours a week.
